ENABLE PLUS PROGRAMME INTEGRATING COMMUNITY MODELS INTO PUBLIC SYSTEMS

The Enable Plus Programme, supported by the DG Murray Trust, builds on the success of the Mentor Mother model by embedding it directly into the public health system. In partnership with the Eastern Cape Department of Health, Enable Plus is training 3,000 Community Health Workers (CHWs) and Master Trainers to adopt the Mentor Mother methodology as a standard approach for maternal, newborn, and child health.

Enable Plus strengthens government capacity to reach vulnerable households—including those caring for children affected by HIV or living without parental support—through structured community visits, household tracking, and integrated data reporting. All CHWs use One to One Africa’s customised CommCare mHealth system, which syncs with national platforms (DHIS2, Tier.Net) to ensure real‑time data flow between households, clinics, and district health offices. This digital backbone enables rapid response to missed appointments, child malnutrition, or treatment interruptions.

Since rollout in 2024, Enable Plus has:

  • Trained and certified the first cohort of 8 Master Trainers, cascading the model across 8 districts.
  • Aligned the Mentor Mother methodology with Department of Health training standards.
  • Integrated community‑level data into provincial dashboards, improving follow‑up of HIV‑exposed infants and pregnant women.

By institutionalising community health within the state system, Enable Plus creates a durable safety net for mothers, infants, and young children—ensuring that families most at risk remain visible, supported, and connected to quality care.
